Two men were taken to the Mater Hospital with facial injuries.
The incident happened early on Saturday.
Those who fell victim to physical attacks included library staff, park workers as well as street cleaners.
The seizure is estimated to be worth €200,000.
No arrests have been made in relation to the seizure.
David Taylor, a central figure in Justice Peter Charleton’s report, had been suspended from duty over the weekend.
The incident occurred at the car park at a shopping centre in City West at around 3.15pm.
