David O’Callaghan, of The Fairways, Woodbrook Glen, Bray, Co Wicklow, had allegedly suffered “delusional fantasies” in the early hours of 2 August.
Richard Coull suffered a collapsed lung after he was thrown from the lock when the gates opened suddenly while he crossed.
The judge noted the accused did not live at the location named in the charge.
The entrances to multiple State buildings were damaged in the attack.
The judge said if the victim had died, the level of intention for a case of murder would have been satisfied.
The accused pointed to his eyes then gestured towards a witness, the court heard.
On the morning of the incident, shots were fired at the home of one of the attacker’s mother, the court heard.
